Any South African citizen in Eastern Cape has the right to change their forename and/or surname through a straightforward administrative process at the Department of Home Affairs. Name changes for religious, cultural, gender identity, or personal reasons are all lawful.
Complete Form BI-9 (forename change) or Form BI-19 (surname change) available at Home Affairs offices in Eastern Cape.
Submit with your ID, birth certificate, and supporting documents (reasons for the change, if required for surname changes).
Pay the prescribed fee at Home Affairs. Fees are modest and prescribed by regulation.
Once approved, Home Affairs issues a new birth certificate and you can apply for a new ID document and passport with the new name.
