The user is being pressured by individuals claiming to be officials during a chaotic weather emergency. By demanding verification, the user risks being left behind or intimidated into compliance, but ensures they are not being misled by unauthorized persons.

Appeal to False Urgency

The official uses the urgency of the weather to bypass the legal requirement for identification and proper procedure. Under South African law, emergency powers do not strip citizens of the right to verify the legitimacy of those exercising state authority. Coercion without identification is not a valid exercise of the Disaster Management Act.
