KEBS (Kenya Bureau of Standards)

KEBS is Kenya's standards body, setting and enforcing quality standards for goods sold in Kenya. It can recall substandard products, seize counterfeits, and certify imported goods. Look for the Diamond Mark of Quality on approved products.

Legal Definition

The Kenya Bureau of Standards is established under the Standards Act (Cap. 496). KEBS develops and enforces standards for goods manufactured in or imported into Kenya. Key functions: **Standards setting**: KEBS develops Kenya Standards (KS) for products ranging from food and construction materials to electrical equipment. **Conformity assessment**: Imported goods in regulated categories must obtain a KEBS Import Standardization Mark (ISM) before customs clearance. Locally manufactured goods can apply for the Diamond Mark of Quality (DMQ). **Market surveillance**: KEBS inspectors conduct market surveillance and can seize substandard, fake, or dangerous goods. Manufacturers or importers of substandard goods face prosecution. **Consumer complaints**: Consumers who suspect goods are substandard or counterfeit can report to KEBS offices or the hotline. KEBS can test samples and issue recall notices. Products that are dangerous or substandard can also be reported under the Consumer Protection Act, 2012 to the Competition Authority of Kenya.

📖 Constitutional / Statutory Basis: Standards Act (Cap. 496 of the Laws of Kenya); Consumer Protection Act, 2012

Practical Example

A consumer buys cooking oil that has a KEBS sticker but the oil smells rancid. She reports to KEBS, which collects a sample for testing. The product is found to be substandard; KEBS issues a recall notice and the importer is prosecuted.
