IPOA (Independent Policing Oversight Authority)

Kenya's civilian oversight body responsible for investigating complaints of police misconduct, including deaths in custody, torture, and unlawful use of force.

Legal Definition

The Independent Policing Oversight Authority was established under the IPOA Act 2011 to provide civilian accountability for Kenya's National Police Service. IPOA investigates deaths, serious injuries, and criminal offences involving police officers. It can recommend prosecution, disciplinary action, and policy changes. Complaints are free to file at ipoa.go.ke or at any IPOA office.

📖 Constitutional / Statutory Basis: Article 244 of Kenya's Constitution (National Police Service values and principles)

Practical Example

A man in Nairobi is beaten by police during arrest and hospitalised. His family files a complaint with IPOA. IPOA investigates, recommends criminal prosecution of the officers, and refers the matter to the Director of Public Prosecutions.
